fixed license. yes, -O1 is the short version

edit: I am guessing long form is preferred now for readability, I copied the setup string from previous packages back when that was listed as "best practices".

Hello, license typing in Arch packaging is GPL3 instead of GPLv3.

A question, -O1 is the short version of --optimize=1 ?
