Do you use LibreOffice? Let's trying B2UConverter (https://extensions.libreoffice.org/extensions/b2uconverter). You can convert the mix of Vietnamese character codes in your documents to Unicode.

It's not of the font. The character "ư" is 0x00AD in TCVN3 (https://en.wikipedia.org/wiki/VSCII). But it's the soft hyphen in Unicode, so it's just being hidden. I wish I could easily convert it because there are both TCVN3 and Unicode in a document (Yeah, I don't use it but other people do, and there are many documents, they are so long and have both Unicode and TCVN3 so that I still have to install this).

It's 2019, please don't use the fonts from 198x, just convert them to Unicode.

It looks like the font ".VnArial" doesn't have the "ư" character.
