About the other issue, it will no longer happen for pkgbuild downloaded in the last 2 years, at the time should have been resolved on users side by deleting the cached archives.

It's not public domain; it's ineligible for copyright, which is different.

From https://github.com/chowbok/vmware-keymaps/blob/master/LICENSE hence, they are public domain.

pkgrel has to be in source because otherwise version bumps will conflict. We had this specific problem earlier.

That's not the use of pkgrel, that was happening because previously an unversioned non-fixed source (master.tar.gz) was renamed as ${pkgname}-${pkgver}.tar.gz
