Thanks for the feedback ogghi, however i experience the blocky background with/without picom compositor enabled. In the interim i will keep 1.5-1 ignored and stay with 1.4-1. Thanks for contribution.

Yeah it's a known issue with the switch from Gtk2 to Gtk3 unfortunately. Xcowsay used to use the gtk_widget_shape_combine_mask() function to make non-rectangular windows, but that was removed in Gtk3 so 1.5 uses the alpha channel instead to make areas transparent (that has the nice side effect of anti-aliasing the edge of the cow/bubble). But obviously that won't work if you're not running Wayland or a compositing window manager.

I think I ought to try to find a workaround since it affects at least one person (never sure how many users there actually are .

xcowsay-1.5-1 for me causes the background of image & speech bubble to be surrounded in black blocks, downgrading back to xcowsay-1.4-1 rectifies matters. This occurs with and without composoting.

I think this package should recommend fortune-mod for the xcowfortune command.
