Tie Anki.service to Nginx.service

  Found out about some of systemd's features.  One in particular being
  about specifying that another service is needed or wanted for this
  service.  Eventually found out that you can propagate commands as well
  to essentially treat them as one which seemed useful.  Later also
  found that you can have one start the other via upholds which seemed
  neat.

  Since this service requires nginx in order to function correctly, I
  figured I'd try them out.
