Actually, the official repository doesn't work with blender 2.8 https://github.com/godotengine/collada-exporter/issues/112

Installs the add-on to /usr/share/blender/2.72/, but the right folder is 2.77/. You have to manually move the files in order for Blender to pick them up in the user preferences.
