Upstream has released 1.1.0. After moving to GitHub the Fedora files are no longer needed. Also, there are two upstream releases right now, 2.x geared towards C++ 11 and 1.x geared towards C++ 3. IMO it would makes sense to bump this package to release 2.0.0. Maybe we could establish another package charls1 or so providing 1.x. Not so much because of C++ 3 but to ease transition to 2.x as lots of headers were changed in that release.
