jcubic has an update that fixes the huge icons. The most recent version also has the rsvg command change, so the patch is not necessary. To pull from github, use:

I 2nd @test0's comment. I similarly ran sudo 'sed -i s/Type=s/Type=S/g /usr/share/icons/*/index.theme' and fixed the huge icon problem.

sed -i -e 's/Type=scalable/Type=Scalable/' index.theme
fixes the massive icons problem, I have no idea why.

Just leaving this here in the hope upstream will see and fix the iconset, due to recent changes to accomodate 4k and hi- res VDU's the clarity iconset shows like 96x96 in toolbars, rendering them useless.
