ut99v451-linux.tar.gz has been updated to work around a symbol collision with modern versions of libstdc++. Updated version can be found at: https://www.dotslashplay.it/ressources/unreal-tournament/ut99v451-linux.2019-07-21.tar.gz
More details about the symbol collision and the work-around applied can be found in README.play.it, provided in the archive.
Yes it originates from a Linux patch by Loki Software, Inc. I have failed to find anything better.
Do you know the origin of the ut99v451-linux.tar.gz file that comes from https://www.dotslashplay.it? I'm not super jazzed about downloading the binary from some random third-party website.

This package works with the GOG installer (I don't know if it works with other versions), and applies OldUnreal's patch.
It provides
/usr/bin/gog-unreal-tournament-goty
(originallyut-bin
) for playing and/usr/bin/gog-unreal-tournament-goty-ucc
(originallyucc-bin
) for dedicated servers/etc.
