It's not out of date, 1.11.2 is just a rebuild for openssl 3.0
Not everyone uses the AUR the same way you do (I'm guessing you just fetch the PKGBUILD from the AUR and build it on local machine). I and many people have automated CI that automatically fetch packages from the AUR and build a private pacman repo, but it only build when it sees a different version.

@Rustmilian: There's no difference between 1.11.1 & 1.11.2. Just rebuild the package.

is a prerequisite to use the AUR. As per the makepkg
and PKGBUILD wiki articles, base-devel
should be assumed to be installed and any package belonging to base-devel does not need to be listed as a build-time dependency.

I was unable to build this on a clean system because I forgot to install the base-devel group.
As far as i can tell the missing pkgconf package was the culprit, but i did not verify that.
TLDR: this PKGBUILD is missing some makedepends!
