Note that GitHub releases are actually relevant for this package: The upstream release note is posted there, not to mention that the Python wheels are all there as part of the assets, it's not limited to PyPi. See https://github.com/cupy/cupy/releases/tag/v13.4.0
when flagging package out-of-date, you need to specify the link of an actual package https://pypi.org/project/cupy-cuda12x/#files , github releases have nothing to do with this *-bin package
