Update to Altera Quartus 13.0sp1 done

Hi all, sorry for the long silence. I've now pushed an update to version 13. There are quite a lot of changes on the Altera side. So from now on, you get the full Altera Quartus suite. Also, there is no need to download the installer package manually anymore. If there are any problems left, please let me know.

The x86_64 version needs lib32-libpng12 as dependencies. Is it possible to automate the download via curl or wget (and probably select the install components) ?
