I'll disown this package so someone else can maintain it, I don't use a linux desktop environment anymore, but it appears gnome or vince has made this more complicated than it needs to be.
The upstream chromeos-gtk installer depends on gnome-shell so I would recommend finding a way to make that a non-depends (opt or make) or not using the upstream installer so non-gnome desktops can still use this package, but that's the best advice I can give.
You may be able to upstream changes to the installer to not install things for gnome-shell if it's not detected.

Please make whichever changes allow this to build in a clean chroot

I can add gnome-theme-extra or gnome-theme-standard as optional depends, but requiring them to be installed isn't recommended or required, If you're installing a gtk theme you already have them or a version of them installed from your desktop environment or window manager and theming engine, kde for example doesn't use these packages but does use this theme.
And gnome-shell is not a dependency of this theme, you do not need the entire gnome desktop environment to be installed to use a gtk theme on any/all desktop environments or window managers and theme engines.

I also don't recommend using Chaotic AUR, they modify a lot of packages without changing the names, causing them to conflict with AUR packages, even though they're NOT the same package.

Missing gnome-themes-extra and gnome-shell in depends, which is where all the current optdepends should be!
