PSA: package was upgraded to upstream version 24.1.24086.542

As usual for new tax years, during the first launch, the program remains in a background to update the database with no visible activity on screen, with CPU at 100%. Do not panic and let it finish.

@RonaldDuncan: package was updated, no need to delete directories AFAIK. However there was an issue with the debug option that would silently strip the rti.linux binary. This has now been force-disabled.

I updated the version string to pkgver=24.1.24086.542 sha256 to sha256sums=( "40e5ba2e8aa0d34d4072a597fd3387eb0bc8dae018e2a37216f43309511ef155"

The build worked fine, but I needed to delete the following directories to upgrade cd /opt/HMRC/basic-paye-tools/ sudo rm -r lang/ sudo rm -r ./static/ sudo rm -r ./templates/

Seems to be working find have updated tax year, migrated employees and applied for employers allowance

Sadly (or not) I'm on vacation and I won't be able to update this before May 15th. Hopefully updating the version string and md5 is enough?

FYI, the new version is finally a 64 bit build, therefore I need to change and test quite a few things with the packaging script
