wolegis's solution didn't work for me, but gpg --recv-keys did

85C7044E033FDE16 is at LJT-GPG-KEY-1024 (it's the old 1024-bit DSA key they signed old releases with) See: https://github.com/libjpeg-turbo/libjpeg-turbo/issues/462
