What is the purpose of this package? The name indicates that it is specifically for f3d but f3d does not explicitly depend on it. The description is the same as the opencascade-rc package from which this was copied but it should indicate what this package does differently.
It appears to just be a stripped-down version of opencascade that installs to a different location. Without ffmpeg, vtk, etc., it almost certainly does not provide the functionality required by packages that depend on "opencascade", which may break dependency resolution for other users.
