Could you update the source URL to git+https://github.com/php-decimal/ext-decimal.git? Cloning the repository with the current URL (with git://) simply hangs.

Also, the upstream URL has changed to https://php-decimal.github.io. Further, the GitHub repository says that the licence is MIT.
