In PKGBUILD, the git command in the "prepare" section need an additional parameter to work: "-c protocol.file.allow=always"

i.e.:
git -c protocol.file.allow=always config submodule.deps/keepassxc.url "$srcdir/keepassxc"
git -c protocol.file.allow=always submodule update
