A good place to read about it is the official README file at: https://github.com/rockdaboot/wget2 For a tl;dr version, it provides a libwget library, is a significantly cleaned up version of Wget's code base and implements multiple features like HTTP/2, full metalink support and gzip encoding which are not available in Wget. The tool is also written by the maintainers of Wget, and as soon as a stable version of Wget2 is released Wget will go into a bug-fix only stage. Already, the developers are not keen on adding many new features to Wget, and spending time improving Wget2 for its first stable release.

In what ways is it updated? Why should I use it rather than the normal wget package?

For the latest version of of Wget, you should consider using wget-git which is also available on AUR. Wget2-git should be considered as a beta software as it does not have any official releases yet. Though yes, I do plan to update the pkgbuild with HTTP/2 support soon.

Thanks for adding this to the AUR, especially since wget in extra has been flagged out of date for a while now. Would you consider adding nghttp2 to optdepends for HTTP/2 support?
