Cannot build it due the following error:

I'm not sure how to submit a PR to a PKGBUILD, but this builds just fine on Manjaro ARM aarch64 (so aarch64 could be added as a possible target)

My VPN provider uses 2.3 version, so I have to use 2.3 too. The easiest way was to boot ArchLinux ISO and make package there, then install it on old system, so I'm fine for now. As for official support: https://community.openvpn.net/openvpn/ticket/759 "2.3 will never receive support for OpenSSL 1.1.x"

I have not looked into building the 2.3 branch with OpenSSL 1.1.0. May be some work to backport the patches... Why do you want to do that? Anyway... May be worth looking at openvpn-openssl-1.0 for a hint about how to build against compatibility package openssl-1.0.

Support for openssl 1.1.0 has just been committed to git master. This should work out of the box now.

Building against openssl 1.1.0 is not (yet) supported by upstream. Get the patch from openvpn package in [core] if you want: https://git.archlinux.org/svntogit/packages.git/tree/trunk/0004-openssl-1-1-0.patch?h=packages/openvpn
