Ok so I figured that I can disable all checks from makepkg.conf.
You are free to comment out the tests, they are not required to build the package.
It is highly recommended to have check() as it helps to make sure software has been built correctly and works fine with its dependencies.
Does it need to run tests to install? I thought tests should be disabled in packages.
From the PKGBULD:
# Tests require openssh to be already installed system-wide,
# also connectivity tests will fail under makechrootpkg since
# it runs as nobody which has /bin/false as login shell.
Build is failing some tests:
/var/tmp/pamac-build-elrick/openssh-gssapi/src/openssh-8.2p1/regress/ssh-rsa already exists.
Overwrite (y/n)? ssh-keygen for ssh-rsa failed

Errr, yes, that's obviously the solution. Sorry for the noise.
Did you try to import the key?
$ gpg --keyserver pool.sks-keyservers.net --recv-keys D3E5F56B6D920D30
I'm finding the following error, on 'makepkg -si':
==> Verifying source file signatures with gpg... \
openssh-8.2p1.tar.gz ... FAILED (unknown public key D3E5F56B6D920D30) \
==> ERROR: One or more PGP signatures could not be verified!
Other than simply disabling the signing check, is there anything else that can be done?
